A deadly embrace

Big American companies may never rehire large numbers of workers. And they won’t even begin to think about hiring until they know American consumers will buy their products. The problem is, American consumers won’t start buying against until they know they have reliable paychecks.

Deadly embrace is actually a technical term for a situation in computer software where two processes become blocked, each by the other.  It's a particular type of bug.  In computers, you write new software to make processes aware of other processes.  In the case of jobs, what do we do?  Govt. stimulus may be the only answer.
